Marijuana in Arizona is legal for medical use, following the passing of Proposition 2013 in 2010.

Marijuana in Arizona is illegal for recreational use. In 2016, Proposition 205 to legalize recreational cannabis appeared on the November ballot, but the measure failed (48% voted in favor).

Despite nearly legalizing recreational weed, Arizona has some of the strictest cannabis penalties in America. All marijuana-related violations are felonies carrying a fine of up to $150,000.

Medical consumption: Legal. Qualifying conditions: Alzheimer’s, Amyotrophic Lateral Sclerosis (ALS, Lou Gehrig’s disease), Cachexia. Cancer, chronic pain, Crohn’s Disease, Glaucoma, Hepatitis C, HIV or AIDS, nausea, persistent muscle spasms, PTSD, seizures
Recreational consumption: Illegal.
Cultivation:
  Medical patients may cultivate up to 12 plants in an “enclosed, locked facility” (must be at least 25 miles from a dispensary).
Transportation: Medical patients may carry up to 2.5 ounces

Sale (>4 lbs): Felony, 36-150 months incarceration, $150,000 fine
Cultivation (<2 lbs): Felony, 6-36 months incarceration, $150,000 fine
Cultivation (2-4 lbs): Felony, 12-45 months incarceration, $150,000 fine
Cultivation (>4 lbs): Felony, 24-105 months incarceration, $150,000 fine
Trafficking (<2 lbs): Felony, 24-105 months incarceration, $150,000 fine
Trafficking (>2 lbs): Felony, 36-150 months incarceration, $150,000 fine
Paraphernalia (possession or advertising): Felony, 4-24 months incarceration, $150,000 fine

Increased sentences are administered when the violator has been convicted of a prior felony or offense is committed in a school zone.
